Instructions:
Each company
desiring access to the LINKŪ system, or each company whose data will be
accessed, must provide (or have provided) the following to Spectra Energy the
following paperwork:
1. The applicable "LINKŪ System Agreement" or "LINKŪ Service Agreement" (unless
one of the exceptions described below applies)
2. Designation of Local Security Administrator

LINKŪ System
Agreement
On Texas Eastern (TE), Algonquin
Gas Transmission (AGT), East Tennessee Natural Gas (ETNG), Saltville Gas
Storage Company (SGSC), Egan Hub Storage (Egan), and Maritimes and Northeast
L.L.C. (M&N US), any company desiring access to the LINKŪ system must have
either (1) a valid transportation or storage service agreement or (2) a LINKŪ System Agreement covering these five pipelines. A valid transportation or storage service
agreement is one that refers to the General Terms and Conditions of their
respective pipeline's tariff. The following types of agreements do not have
this reference: OBA, BAL, VGPC-FS, VGSC-FS, FTBO, ITBO, and LIQ. Parties who
hold only these types of agreements will need to execute a LINKŪ System Agreement.
Note that there is one LINKŪ
System Agreement that covers five pipelines: TE, AGT, ETNG, Saltville, and
Egan. Since a valid transportation or
storage service agreement can substitute for a system agreement (as explained
above), if a user works for a company that has at least one valid agreement on
TE, AGT, ETNG, or Egan, and if they desire to access any of the other four
pipelines, they do not need to submit a LINKŪ System Agreement.
For legal reasons,
there is a separate version of the LINKŪ System Agreement for M&N
US. As a result, if a valid
transportation agreement between the user's company and M&N US is not in
place, then the user would need to submit a fully executed M&N US LINKŪ System Agreement, regardless of any other transportation agreements that
may exist for TE, AGT, ETNG, Saltville, or Egan.
On M&N Canada and
Moss Bluff, any company desiring access to the LINKŪ system must execute (or
have on-file with Spectra Energy an executed) LINKŪ Service Agreement,
regardless of any transportation agreements they may have.
When data belonging to
a company is accessed by individuals who do not work for that company (by
virtue of an agency or affiliate relationship), then both the company accessing
the LINKŪ system and the company whose data is accessed must have a valid transportation
or storage service agreement or provide a LINKŪ System Agreement as
described above.For M&N Canada or
Moss Bluff, both accessing and accessed companies must provide a LINKŪ Service Agreement, as described above.
When a LINKŪ System Agreement or LINKŪ
Service Agreement is needed, print out and
execute one the forms listed below. For each agreement executed, you can either
fax the signed agreement to 713-386-4585, or mail two signed originals to the
notification address listed in the agreement. Spectra Energy will sign the fax
or paper copies, and return one copy for your files.
Local Security
Administrator Designation Form
Each company desiring
access to the LINKŪ system or each company whose data is accessed must identify at least one local
security administrator who will set up users for your company and manage access
(such as approving or terminating agencies and affiliations). A local security administrator can be set up
by submitting the Local Security Administrator Designation Form. For
backup purposes, it is advisable to identify more than one LINKŪ local security
administrator for your company.
Affiliate and Agency Relationships
For affiliation or
agency relationships, customers must submit and approve these electronic forms
